AI's substitution pressure on labor markets has historically moved fastest through routine and physical work and slowest through knowledge work, the cognitive tier where human judgment has been hardest to replicate systematically.
In a 6,000-word memo, Bill Gates called for the explicit designation of "Human Reserved" jobs and set out the case for a global response to a technology disruption he describes as without historical precedent.
"This unprecedented technology demands an unprecedented global response," Gates wrote, framing the AI labor challenge as something existing national and market-level mechanisms were not built to absorb.
The memo addresses both the case for why such a response is needed and the question of how to carry it out.
