ICE filed one of those holds with the Wake County Sheriff's Department on Sunday against Angel Israel Deras-Rivas, 19, a Salvadoran national charged with murder and felony child abuse after a 14-month-old toddler died in a bathtub in Garner, North Carolina.
What the arrest warrant describes Deras-Rivas was caring for his stepchild when he allegedly left the toddler unattended in a bathtub filled with water, according to an arrest warrant cited by The Raleigh News and Observer.
