The social license problem for large-scale AI infrastructure is moving from local controversy to national pattern. Pennsylvania Governor Shapiro said publicly that too many data center developers "don't care about our communities." A Gallup survey released in May found that seven in 10 Americans oppose constructing data centers for artificial intelligence in their local area, a majority position that Shapiro's remarks reflect back at the industry.
Community acceptance has historically occupied a late and subordinate place in the data center development sequence. Power availability and land acquisition drive early site selection. Community engagement, where it happens at all, tends to follow after those commitments are in place. That sequencing leaves communities with limited leverage and maximum grievance at the moment they learn a project is coming.
The Gallup number describes that grievance at a national scale. Seven in 10 is not a fringe position or a set of unusually affected communities. It is a majority of Americans saying they would oppose an AI data center near where they live. That level of opposition, if it persists and translates into local political action, becomes a real variable in site selection: not a permitting inconvenience to be managed, but a constraint that can slow or stop projects at zoning hearings, utility interconnection reviews, and environmental assessments.
Shapiro's intervention puts a state executive squarely on the community side of that equation. His argument is that the industry has made community indifference a default, and that the consequences of that default are accumulating. The governor did not limit his remarks to Pennsylvania, which suggests he is speaking to a pattern of developer behavior he sees as widespread.
Whether major data center operators adjust community engagement practices before opposition coalesces into binding regulatory friction at the state level remains to be seen. What the Gallup survey released in May establishes is that the pool of potential opposition is large.
