President Trump has signed executive orders directing all federal high-value assets and systems to complete migration to Post-Quantum Cryptography by the end of 2031.
The directive converts PQC adoption from agency guidance into an enforceable mandate with a fixed deadline. Agencies and the technology vendors serving them now have a countdown clock rather than a recommendation.
What the Order Covers The mandate applies specifically to high-value assets and systems — government parlance for the most sensitive federal data and infrastructure, the targets most attractive to adversaries running store-now-decrypt-later strategies.
That scoping concentrates migration pressure on the environments where a cryptographically relevant quantum computer would do the most damage first, rather than attempting a uniform sweep of all government IT.
