The acceptance layer is where any central bank digital currency has to prove itself in practice. The European Central Bank is now targeting that layer directly, recruiting online and mobile merchants across the euro area for a 12-month beta of digital euro payments. Applications close October 27, with a pilot date set for 2027.

Settlement architecture and ledger rules can be finalized in isolation. The instrument stays inert, though, until merchants integrate it into their checkout flows. The ECB's focus on online and mobile operators reflects where that integration work is most amenable to controlled, measurable testing in a beta environment.

The ECB has not in this release specified the target size of the merchant cohort or the transaction volumes the test is designed to cover.
